Effective December 12, 2025, U.S. Citizenship and Immigration Services (USCIS) has implemented a new policy limiting when previously collected photographs may be reused for immigration identity documents. The change applies to all benefit requests filed on or after this date and is effective immediately.
What Changed?
Under the updated policy, USCIS will only reuse a previously collected photograph if:
- The photograph was taken at a USCIS biometric services appointment within the last 36 months (3 years) at the time the new application is filed.
This new rule replaces prior, more complex policies that allowed photograph reuse for significantly longer periods based on age and document validity.
Applications That Always Require a New Photograph
The new reuse rule does not apply to the following forms, which always require the collection of new biometrics, including a new photograph:
- Form N-400 – Application for Naturalization
- Form N-600 – Application for Certificate of Citizenship
- Form I-90 – Application to Replace Permanent Resident Card
- Form I-485 – Application to Register Permanent Residence or Adjust Status
Additional Policy Clarifications
- USCIS retains discretion to require a new photograph, even if a prior photo is less than 36 months old.
- USCIS will not use or reuse self-submitted photographs under any circumstances.
- The policy eliminates prior age-based and document-validity calculations, simplifying adjudications.
What This Means for Applicants
Applicants who previously expected biometric reuse may now be scheduled for a new biometric services appointment if their last USCIS photograph is more than three years old. This may add an extra step to the process and could impact overall processing times.
