When applying for a U.S. visa, a consular officer may request a Security Advisory Opinion (SAO) if security concerns arise. The U.S. Department of State conducts this review to assess potential threats, such as espionage or terrorism, before deciding on the visa application. This step is often triggered for nationals from specific countries or if the applicant has a flagged record in the Consular Lookout and Support System (CLASS).
